Taking a close look at the panels, Lucci is sweating, trembling, and letting out those short breaths. I didn't see Zoro trembling even once during the confrontation, except for a vibration that seems to be from his sword blocking an attack.
Sengoku put the order on Luffy as well in middle of the war when he reveals who Luffy's father is, categorizing him as the level of potential threat to the future as Ace.
Well when Akainu first sees Luffy, he states "he's the grandson of Garp, Son of Dragon, this is one pirate who most certainly needs to be eliminated." So he saw Luffy as somebody who needed to be eliminated (which should be reasonable considering Ennis Lobby), but it wasn't a focus.
But Sengoku then in middle of the war, before Ace is rescued, categorizes Luffy in the same importance as Ace for elimination (choosing not to do so before cause of ole boy Garp) with the focus then becoming on eliminating the brothers instead of just eliminating Ace.
I think it's because Oda didn't want Sanji to be a haki focused character, as that would take away from Luffy and especially Zoro. So he gave him the hottest flames.
