What are you basing this on?
Number one Great General of the strongest state, has been teased for over ten years in Kingdom time, directly quoted by Renpa, a stronger GG than Kanmei who achieved 99 undefeated victories for Chu before he even became a Great General, also presumably a stronger commander than Karin

I thought it was just understood that Kou En was either China’s current number 1 or number 2 lol
 
It's his way of handling things. Also HSUs awakening was under Ousen's calculations.
Pointing subordinates in the general direction of enemies and saying "go deal with them" is also Mougou's way of handling things. That doesn't make him a better General than Renpa. Lol.
In Shukai plains, both were targeting the enemy general of one wing on day one. Ousen's wave attack was more impressive and Riboku's way handling bigger task to remove enemy commander of the wing himself was also quite impressive. Riboku was successful there. But stalemate later on.

In the right wing, again Qin was the first one to lose a general and GakuEi around at the same time for zhao but Ousen calculated HSUs awakening and later Riboku lost both CGR and Gyou'un.

In the central battlefield, Riboku outright got demolished with Ousen's was of doing things. It was at this moment both came face to face and Riboku there had no counter for Ousen's movements. Even when Riboku got his Pokémon back there, situation didn't look good for him.
I) Ousen didn't accurately predict the HSU Awakening since it was actually Ouhon that pointed Shin in the direction of Awakening his unit while Ousen didn't put any stocks on Ouhon awakening his own unit, let alone pointing Shin in the direction of it. Lol.

II) The whole stuff about the center is moot when it was entirely reliant on the Qin Right Wing achieving their objectives, which they achieved without any assistance from Ousen.

III) Wasn't it after their face to face meeting that Riboku pincered Ousen's HQ between Bananji and Futei with Ousen not dying due to getting rescued by Mouten and Ouhon, both of whom acted on their own initiative? Lol.

IV) Again, the loss of Makou and Akou are attributable to Riboku since Riboku personally killed the former and devised the plan that temporarily removed the latter. The loss of Gaku Ei, Gyou'un and CGR isn't attributable to Ousen since Ousen literally contributed nothing to the demise of those three. If pointing subordinates at the opposing army and saying "go beat them" counts as a direct feat then Mougou has defeated the likes of Genpo, Rinko and Kaishibou. Lol.
So bro we can't just look at Ousen's comments on how they won but as a whole not only Ousen won the campaign but enemy generals/key figures accepted that it is Ousen who defeated Riboku.
Give me one good reason why I should listen to any of these supposed figures over motherfeckin Ousen himself? Lol. Cause the only notable named Zhao characters that survived that battle besides Riboku himself are Futei, Kaine, Bananji, Kisui, Batei and Earl Rai. Are you saying that any of these characters understand the tactics of Shukai Plains better than Ousen? Lol.

Why does that make Kou En the most hyped general?

As far Qin is concerned, Ri Boku is the devil. Go Hou Mei is practically the president of the Ri Boku Fan Club. Ordo has yet to even acknowledge Kou En's. Ka Rin has acknowledged both, but she's also picked Ri Boku to win in every conflict she's commented on.

We simply haven't seen anything from Han and Qi on this, but I'm not seeing the evidence of Kou En being the most hyped general. By who? Not Qin, Zhao, Yan or Wei.

The beginning of chapter : Shin and his commanders are discussing the details of their attack on the left wing of Zhao, where they are stationed on the right of the Ousen army but the surveys indicate that the left wing of Zhao has 60k ( but the real number is actually 70k). Shin wants to attack the Enkan army and then head to the left, the center where Zhao’s army ( Rbk’s 40k) Shin wants to test his luck and kill Riboku. Bihei recalls Tobi’s words where she to,d him to come back safely. On the other hand, Akou appears in front of Ouhon to give him a reminder and advice about the importance of his position in the right wing and close to the central region and the right timing. Ouhon doesn’t care and tells him to return where he came from whilst Akakin mocks those words of advice. Ouhon then says he needs good luck because the nature of the army in the central region is unknown to them. Yotanwa is worried about Kitari’s movements and goals. One of Ousen’s commanders tell him everyone is in their positions and Ousen declares the start of the attack. Next appears a double spread map showing all the positions of Qin and Zhao army

Hara really likes to have Shin and his men outnumbered.
Interesting match ups.
Seeing how SBS has less men than Ousen makes me think he is going to make a demontration of power.
YTW has some tough opponents as well.
I feel confident for Ouhon, he caught a few Ls lately so I think he is going to do something huge.
And Shin is going to win even though the odds are against him.

There are probably some parameters and strategy that we're not aware of yet, the battle may start here but there is a big chance that it will end somewhere else. And that will be according to RBK or Ousen's plan.

Either Bananji or SSJ will fall to YTW would be my guess.

Ouhon is gonna take on Kansaro or Jiaga, or maybe even be overwhelmed by SBS at one point I assume this battle will last a long time so some mach ups could be interchangeable eventually

While Riboku's plan is to use the unknown factor (SBS) against Ousen, I expect Akou or the pair to be slain by him tbh.
