Well, here's the thing. A speedster's speed not only depends on themselves, but also other people's perception. This is why you see WW or Supes being able to spot Flash, for example.
This is pretty evident with Luffy vs CP9. At one time in W7, he can't see them clearly. But later in EL, he can see them & keep up with them.
Basically:
1. A Commander-level character's speed can look invisible to Veteran-level character if they're fast enough.
2. An Emperor-level character's speed can look invisible to Commander-level character if they're fast enough.
In Sanji's case :
1. In WCI, Sanji has Commander-level speed, that's why he looks invisible & can blitz Oven, the guy didn't even know what hit him.
2. In Wano, Sanji got Exo which upgrade his speed to Emperor-level, that's why he looks invisible to Queen.
Wano upgrades Sanji's speed & Zoro's attack power to Emperor level.
The very impressive thing is that Sanji doesn't just have an Emperor-level speed for a moment/an attack/one move like other Emperor-level character, but he can do it continuously for several seconds (due to Exoskeleton's bonus stats).

No. Oda said he gained the ability to be invisible. Period. Nothing more. This was in the newest sbs.
If this was about being invisible to commanders... itd make no sense. Sanji has disappeared in front of many characters. Including at the baratie. If this was the same ability then oda wouldn't have mentioned that he gained a new power.
Looking beyond odas direct words. We see that only kizaru and sanji have gotten the invisibility sfx that's used exclusively for real invisibility.
Only absalom, queen, rs sanji, and shiryu have gotten that sfx.
Now Kizaru and sanji got that sfx from speed. That's insane portrayal right there.

That is 2 actions, from Pudding to Oven, then back to Pudding. They can't react to it & don't know anything. Only split second / a second thing. A to B to A, then end.
Sanji's invisibility power is just like versus Queen, a continuous superspeed. Not just a second or less. Like, ABABABAB...
Think of Brook's blitzes, with superspeed, Brook disappears, but just only a fraction of time, then he reappears. He is invisible, but it's so short that it can't be called invisible power. Sanji does what Brook does, but able to maintain it for long due to Exoskeleton's stamina/dura/regen bonus.
