Black Red Lightning has always been CoA.. I've explained this already at the start of this thread..

The Red color is the power to Overwhelm, when you're in combat with someone you're trying to '' Overwhelm '' them.. CoC is the power to Overwhelm, it doesn't mean that you have CoC because you're trying to '' overwhelm '' someone..
