Controversial Was Rocks planned?

Multiple characters that whee either apart of Rocks or around during that time

Plenty of chances to mention him or allude to his exsistence

Was Imu ever hinted at? Or even alluded too?

I think doffy was referring to gorosei when he said moriahs death was from orders above Sengoku

You can say hindsight is at work here,but it didn't make sense to have 5 be equally at the top of the ladder. This is a manga,there'd always be 1 guy at the top.

Everything was planned in the story. The question is, how many time in advance.

For something as important as the Rock Pirates I'd say that it was at least planned around Marineford. Now it could have very well been planned from the beginning, there is no ways to know for sure.

In doubt, look at the first time they were mentionned and take out at least 3 or 4 arc before that (It would be the time needed for the preparation of such plot point and the possible ramifications).

For Imu, you can safely say that it was from the beginning.

I'm not sure about Imu, but Garp's "Hero of the Marines" title was known since chapter #432 (post-Enies Lobby arc). Oda may have had something else in mind, but Garp was bound to have some backstory on his title.

Oda obviously does a lot of improvising and reworking though, so I'm not sure how much he changed/expanded his original story.

I'm not sure if Rocks was planned, but "a legendary figure of the past that has awesome strength/history/relationship/etc" is a very common trope.

There's always one in shounen-action series.

I have a feeling neither Rocks not Imu were planned from the beginning. Xebec, an evil D, was added as a parallel to Blackbeard from the old generation. Imu's buildup is so pathetic that I am starting to wonder whether she was added to confuse the readers and make the final arc unpredictable.
