It also involves major factions and characters like God's Knights, Roger, Garp, the Rocks Pirates, and the revolutionaries, but none of them are really important. It's all about Kuma and establishing his character, tragedy, and dream.

Sorry but for the strawhat, this is not a viable post. Being shipguard would means missing the action. Its therefore not a job that could fit the Sunny.
The ship guard doesn't have to never set foot off the Sunny. It just means that's his priority. He probably wouldn't run off to adventure the second they set foot on a hostile island, but he could go with them when there's no immediate danger. And when there is danger, the action always reaches the Sunny. Don't forget he can instantly return to the Sunny with his power even if he's on the other side of the island. He can still be important in every arc while protecting the ship.
