The public are not the IDF. They feel scared and threatened, and it's the Jews who are at the biggest risk from Hamas. Of course they feel more destructive -- it's self-preservation in their minds. Is that true? No.
Meanwhile the Arab public will have more bias, but more importantly, they'll also feel safer than their Jewish brothers. As such, they'll be more inclined towards being peaceful.
It's an awful situation. The IDF and the Israeli government are not the Jewish Civilians. We cannot, in good conscience, treat them as the same.
