I'm 50/50 on this, because the admirals have shown to have different moral compasses. Kuzan for example left and joined the BB pirates. Akainu has absolute justice but isn't completely compliant with the WG, while Aramaki sucks the Tenryuubito off as deep as it gets. While Fujitora aligns even less with the WG's and even the Marine's ideals, helps slaves and even pirates. Kizaru here isn't really out of line.
