Shanks didn't let Luffy join his crew because it was simply too dangerous for him. And while he didn't understand the why back then, now he understands after losing Ace and almost all of his Nakama. So you expect Luffy to ignore the lesson he learned from his idol and all of his own experiences and let a defenseless child like Otama join while riding through the most dangerous sea in the world? C'mon guys...
To add, Shanks and Buggy, although kids, were competent fighters as kids on Roger's ship. They were also older than Otama - she's like 8, they were 14/15. Closest thing to this that is at all possible (though I have my doubts) is Bonney, though as a seasoned Pirate herself I still don't think it's that similar at all.
I just thought about his human (real) identity. It is possible that we have seen his human form once or twice in One Piece, because as he appeared during WCI and now in Egghead, he was always in his albatros-form. We do not know what his human form looks like. So, maybe he appreaded once or twice in an arc already and we just didn't realise it was him.
Just imagine if he turns back to normal and suddenly we see Arlong, or Mihawk in front of us.
The Elbaph-cope is beginning to set in.

Shanks didn't let Luffy join his crew because Luffy is a crazy person and would have gotten himself killed by challenging enemies he couldn't beat.
Momo just became an adult, basically, and managed to blow up an Admiral's Logia form.
Shanks, Buggy, Momo, and Tama have proven that Oda doesn't mind having children characters sail with pirate crews.
Bonney and Shinobu can deal with the age component with Tama.
If Tama has learned Ninjutsu the next time we see here, she's probably joining the crew, especially due to her connection to straw hats and Ace.
