That definitely isn't the case, especially in such setup
Rinko with his commander slaying and fierce assaults is more valuable than Reiou here
Genpo is a master strategist who should be on the level of Reiou and Homei

Rinko is fucking busted with his commander slaying, he destroys the entire chain of command by doing so, and he possesses the ability to break through any defence

I think Rinko is underrated because his dueling abilities got power creeped
His tactics are busted and could pierce Ouki's defenses
He could kill some of the generals the night before, destroy the chain of command as you said and make it impossible for Houmei to defend his offensive tactics
If he breaks through like he did with Ouki he won't just give Houmei a wound i tell you that much

@FutureWarrior123 sorry my man, I really tried, but at this point Renpa just about knocked the entire state of Wei out of this tournament lol.
The way I see things, as overall commanders, 3GH > Fire Dragon > Heavenly King. Some may take issue with that but I always had Fire Dragon level above the Heavenly King/Juukou gang level, with the exception of Man’U who I would put at Fire Dragon level.
I would put the overall power level of 3 Fire Dragons >> Renpa by himself, but like I said his Heavenly Kings are just the most busted group of subordinates in the whole manga.
The other issue is this particular matchup. Houmei is a Fire Dragon, but he excels at long range warfare (strategic warfare), in a close range battle like this he is outclassed literally by some of the Heavenly Kings even. Rei Ou would be much more dangerous at close range with Ranbihaku, and of course there’s Gaimou himself but Renpa just has far too much close range firepower on his side. There are far too many favorable matchups for Renpa I feel than there are for Houmei here.
I would say a high diff out of respect but this is just a poor matchup for Houmei.
