Huge Sanjibro here. I consider Zoro neither close to Sanji nor Luffy. Not right in the middle tho, still lean on Sanji. Like 10-5-2.
The reason? Because Sanji has so many things going for him, if he also has similar/very close strength/powerlevel to Zoro, that would greatly overshadow Zoro.

Is not fanmade. WCI was a rescue arc just like Enies Lobby. It was meant to defeat key enemies not everyone. Reason why Strawhats didn't defeated Buster Call.
Escape arcs like Sabaody are meant for them to be saved. Luffy hitted a Tenryuubito back then causing Kizaru to come. Kizaru and Buster Call were already here when Luffy did it again but now Kizaru is saying he will go for their heads so shit is about to get serious just like Zoro saying to Lucci he needs to wrap this up.
We have Giants that came to help Strawhats. We have the Ancient Robot that may also come to help. Not even Oda knows who anymore he will bring here just to hype this shitty arc anymore...

It can still be an "escape" arc if the island itself explodes due to the mother flame, or the marines still carrying out theri buster call.

Villains lose in arcs bruh, this isnt Sabaody anymore. This is how Kizaru is being treated and portrayed:
