That's what I am saying actually, surely there is a logic behind the fact law, ryuma and kaido don't have a stronger weapon but Oda don't want to dive into that stuff

Imo the weapon grow in strength with the user so only someone as strong or stronger kaido could use his club, that's why zoro was struggling with enma for example
"Meito" = named blades. They don't need to be graded to be a meito. Plus, if Road to Laugh Tale is in accordance to Oda, any melee weapon with a name can be considered a meito.
Edit:SBS Vol. 100 corroborates with this, as Oda mentions that Hassaikai is ungraded, so by deduction we can say that it may become graded someday.
According to Road to Laugh Tale (Vol. 2), meitos can actually be polearms, claws, axes or even blunt weapons, like Kaido's club or Kanjuro's brush (yeah, they're meitos, but have no grade). Katakuri's Mogura ("Mole" in the page below), for example, is a ranked meito, but with a still unknown grade. Killer's Punishers are there too.
Considering that, I don't think that Whitebeard can be regarded as a swordsman. If you do consider him a swordsman because he had a meito, then you should consider Kaido and Katakuri swordsmen too.
No it doesn't cause it called the 12/21/50 "blades" in the kanji which also based on blades historical grade system

Kaidou weapon simply up there. Because first , It's named. Named weapon doesn't mean they are meito. It's ungraded?
Give me just one example of a weapon which is not a blade and counted among 12/21/50.
It's simply assumption upon assumptions and playing with words.
12/21/50 is adopted from a real life hierarchy of grade of "Blades"...
Neither the real life or One piece world ever held any weapon which isn't a sword.

It's ranked , but if kaidou were to drop it , it would be considered legend.... it has no buisness being graded in the first place , Oda simply called that weapon a legend , Maybe some weapon crafter made this , but it still won't be counted among 12/21/50 swords.
