Why Garp is not in his prime now?
Garp prime time = the Three Big Thunder prime time.
If he is not in his prime time now, so are Big Mom and Kaido, and the formula Garp > Kaido + Big Mom is not change.
So I think the whole marine and Sengoku need to be more calm, no need to be in panick mode when they hear about Big Mom + Kaido alliance.

By this ridiculous logic Mihawk was stronger than WB too who had a supreme grade Blade too, and we know this isn't true since in Marineford even with old sick WB, Mihawk wanted to measure the distance between his strenght and WB's one.

Senpai was right when making Mihawk vs Sabo thread, it will be very extreme diff fight. Yet people made fun of him.
