He wants a challenger stronger than shanks because its dishonorable to duel a 1-armed man, it doesn't mean he is stronger than shanks, it means that him fighting shanks like that wouldn't be what hes looking for. Remember, honor is above everything here.
Think about it:
1- If Mihawk wins, people wouldn't acknowledge him because shanks had 1 arm.
2- If Mihawk loses, then it would be a shame that he lost to a 1-armed man.

Its a lose/lose situation. Thats why he is waiting for guy thats a swordsman and is stronger than shanks.
Its pretty obvious lol idk why you people don't see it.

Mihawk doesn't need to fight and beat any top tiers to be stronger
