General & Others Best plan ever made in the manga

What is the best plan ever formulated in One Piece by an OP character, in terms of goals, means to achieve it and how smartly they are used and of how meticulous the planner is with the details ?

I'd say that Crocodile and his Operation Utopia to take over Alabasta is so far the best thought and meticulous plan ever formulated by an OP character, with Doflamingo's successful plan to take over Dressrosa by blackmailing King Riku into drawing money from his own subjects then have him and his army turn on their people via Parasite and then he and his crew "intervening" as the saviors of Dressrosa coming second.

Other than these two I don't recall any plan that I would qualify as good or particulously well-planned in OP.

U made me remember how Crocodile was always one step ahead of everyone in Arabasta
Even when They thought They Stopped the Bomb for example, He revealed it was set on a Timer anyway
He also expected Robin to Betray him & even Koza's Surrender couldn't Stop the War, just imagine that

It makes you think what is He preparing for Marines/WG
He might have some Cards He didn't reveal yet, and seeing how He didn't start Operation Utopia until He already made sure some Baroque Works have Infiltrated both Sides, it's not far-fetched to say that Crocodile have some Marine Spies & also spent last two years looking for something that He can use to Blackmail Marines + this War's Equivalent of Time Bomb

Crocodile is just Very Smart, Buggy is Very Lucky & Mihawk is Very Strong
I'm betting Cross Guild gonna achieve what no Previous Villain achieved before

Doffy's "taking over a country in single night" always sounds cool but scary. I often imagine if I was Dressrosa citizen. Sleeping peacefully expecting it was just another night. And I wake up, voila, the country gets a new president (the hero) and the old president turned out to be criminal that burned down the capital.

Hands down Crocodile. Everyone needs to reread the Baroque Works Saga, Crocodile has about three contingency plans in place under his main plan. Every time the Strawhats win, there’s a new, worse threat Croc has set up for them.
