Croc - Poisons Luffy but stays for no reason when he could just use his sand power to leave and kill Robin before Luffy can do anything

Enel - Knows Luffy can physically touches him so he decides to make himself a bigger target and some reason wasn’t watching the one person who can hurt him on the entire island despite his CoO being 100% accurate throughout the island

Doflamingo - Knowing Luffy only has one more attack in him decides to try and counter Luffys attack because “I won’t let you be physically in the air above me”

Katakuri - Starts by saying Ill kill you I don’t care if you don’t get to show your full strength to defend my family to I can’t believe my little sister tried to interrupt our fight so ill knock her out and terrify her and then let you power up Luffy

Easily my least favorite trope.
