EoS Sabo will be.
If you noticed, all these characters have the potential to take the ONE PIECE by Vegapunk speech.
These above are the strongest characters right now and in EoS.
Imu was shown too but no Gorosei, Kuzan is more important then any Gorosei in Oda eyes.

Kuzan is legit a high top tier at this point and stand above other admirals, Akainu even more.
When Oda said Akainu could easily get the One Piece in one year, he said the truth.

I love how this community somehow mutually accepted that Coby didn't have adCoC, even though there is no visual difference between him and Garp in that arc, other than Garp having larger streaks.

Wasn't ACoC but I think he unlocked CoC in that scene

Koby has progressed very quickly since we met him, on his first introduction dude could go extreme dif with spandam now he's strong enough to destroy island sized attacks in a single punch maybe he won't directly over power bb or kuzan whoever he fights but if oda does it right he'll win with wit rather than pure strength I do agree if Koby just starts whooping ass and dominates the fight that would be a major ass pull tho

But remember Luffy had to awaken his DF and gain 3 advanced forms of haki to reach his stage over the course of multiple difficult fights.

Koby gaining that level of power in one fight from being at best Dressrosa Luffy level currently would be way too severe.

Anyway, if the translation of Vegapunk's last line is accurate there, that list of character should specifically be about who will claim the One Piece, in which case it's rather interesting that characters like Koby, Sabo, and Garling are in there. At least, that'd be what basic "story language" would be telling us, though I'm not sure if Oda is really doing it intentionally for the whole lineup there - probably not.

Yeah Luffy, Teach, Shanks, Buggy, Akainu, and Imu are the big players

I'll wait for the raws, but Kuzan being there is the highlight, because despite his Captain being included to represent the BB Pirates, Oda had to completely give Kuzan a separate panel to represent himself. He could have left him out, BB reps the BB Pirates, Buggy reps CG, Luffy reps SHP, but Kuzan and Sabo (under Dragon) who are under those orgs still got their own shots.

Because these guys are more relevant and they are also stronger than any warlord and YC (including Mihawk, Benn)
EoS Koby > any admiral.

I told everyone in the kizaru thread how much Oda loves the admiral characters evident with how much he invested in kizarus writing alone who was not even a character pre egghead and I don't think he is even done with him

With the world government going out of their way to kill as many as possible unlike the fishmen, mink, sky, etc races


What we know about the 3
3 eyes have the power of the voice of all things
Lunarians flame is probably tied to the power of past

Buccaneers idk but they are able to do the impossible

Maybe the original nika/joyboy could also do the same

1. Luffy already has and is developing the voice of all things
2. Luffy can use fire but maybe he’ll eventually be able to use it the same way lunarians do
3. Next it’s whatever the buccaneers can do
