i think if he was a spy he wouldn't have fought Garp in the way he did, or freeze Hibari.

if he was one, i imagine he would have let Garp walk over him. Instead, Kuzan was clearly conflicted about stuff and that got emphasized a bunch of times

I think Kuzan's true plan is something only he knows, i can't think of any allies outside of the marines he could have

It's better for them to be dead because if they are alive, they will probably just become temporary allies for Luffy.

If Big Mom for example is alive, Oda is just going to redeem her and have her suddenly ally with Luffy even if it's only for a short period of time.
