You would think by chapter 1122 in a series, where even the Yonkou have finally gone out a few hundred chapters ago, that Oda would let these dudes fight unrestricted, but nope. And the reason for that is simple, it would detract from what he is trying to draw, which is not fights.

Luffy didn't go all out in this arc and still looked superior to all gorosei and kizaru

Mentally nerfed kizaru < All out kizaru = casual Luffy < All out Luffy
