Once you send your resignation letter you are basically done. You don’t get promoted anymore even if you are still working there and doing a great job. If Koby wanted to be a marine and promote he shouldn’t have resigned.
No, you didn't get me: he sent the letter because It's a failsafe measure for the Marine. In case something happens, the marine can always say "this dude resigned before, he isn't one of ours".

He Is a Marine just like any other, but if something happens the marine can cut him lose. Well, in the case of Koby he Is too famous so they won't, as BB said.

He wasn't deterred from heading to Marineford to fight Whitebeard, despite being surrounded by enemies (the Marines), and according to reports, he also didn't mind engaging Shanks on the way to Marineford, even though he was at a tremendous numerical disadvantage (with only King by his side). Kaidou and Whitebeard were team partners, and Kaidou also met Roger, although he was a novice at God Valley. Kaidou respected Whitebeard and Roger's strength and directly told Oden that they were powerful pirates (acknowledging their strength), but that they were soft or foolish, and that Oden was like them. This implies that Oden was also strong but foolish. Therefore, Kaidou is not the arrogant type; he even has a ranking of people capable of fighting him. Yes, indeed. It also means that Kaido essentially predicted that Joyboy will appear during his lifetime. This is how far into the future Kaido could actually look. He is always fast on track to predict the enemy's next move; the moment the Shichibukai were abandoned, was the moment Kaido realized that the World Government possesses a new weapon that replaced them. Him choosing Wano for a specific reason, underlines his strategic mind.

He should have been an admiral from the start of post-ts, we don’t need a Fujitora. Smoker could have filled in everything that Fujitora was doing and it would have been better. They basically have the same roles anyways, Fujitora could have been a revo or the real leader of sword instead.
He could have been given the same growth as gara got... But oda made him irrelevant

tell me what is so horrible about the changes they werent sudden or rapid they've constantly slowly evolving to this for quite some time a bout a decade now.

It’s not that I didn’t get you. You fail to understand something important. See below the explanation sword from the Wikipedia.

According to Kuzan, members of SWORD "are Marines, but also not." On paper, they have submitted their resignations and turned in their identification codes,[3]but in reality they still retain their loyalty and can operate as part of the Marine forces.[4]
Unlike ordinary Marines, members of SWORD are allowed the freedom to disregard any orders they choose and can move and act as they please without repercussion, meaning they can take on missions that are normally forbidden or would otherwise require clearance, such as starting a confrontation with one of the Four Emperors. In return, the Marines and the World Government assume no responsibility for their actions and can disavow or cut off any remaining ties with SWORD members should it become a convenient option. They also have no obligation to help or rescue SWORD personnel who get into trouble; but conversely, this also means that other members of SWORD can go out of their way to rescue their captured counterparts without clearance from the higher-ups. They are not Marines anymore on paper and don’t have to follow orders. They still operate as such and protect citizens. But someone in such a position will never get promoted. If Koby wanted to promote he should have resigned and become a member of sword. It is only true WG who doesn’t publicly cut ties with them until they actually need to. Meaning if they do something good. The WG takes credit for it and if they fuck up they blame them.

It started slowly with the timeskip, from Fishman Island to Dressrosa, but they really got much worse starting from WCI and especially after the Tamatebakko box explosion, and even more in Wano arc.

That’s actually where I’ll tip my hats off to Oda, he managed to maintain the quality for the longest time. That’s an incredible feat for an author and his work and ideas are creative to begin with.
 
I was on Luffy vs Saturn train before, that train is long gone in this arc since Gorosei arrival it's far too late to extend this arc for another 20 chapters, they are in the open sea.
