No Hakimen of his or the next generation were able to surpass his level. Roger himself was AT BEST equal, but never above him. World’s Strongest Man WB was the one famed for his strength, Pirate King Roger for his accomplishments (which required WB’s help thru Oden in the end)

You really need to be not actively paying to the story to come out of an arc that showed us multiple things that no one could explain with Devil Fruits or Haki (like Kuma or Sanji) and ending with a devil fruit user pulling out a haki feat that dwarfs what people were creaming over themself till this day where no "2 hakimen" this day did (splitting the sky with 2 people) to come the conclusion:
"Yeah DF merchants are finished
"
The fucking funniest thing is the more DF and inherited Will (haki) get tied together the less this thesis becomes more likely

It's over for everyone, because not only is Luffy going to have an OP devil fruit come EoS, he's going to have the most busted haki in the verse, just like Joyboy did. The original Nika, with haki so powerful, it spanked the Gorosei 900 years into the future.

One doesn't exclude the other. Some DF users having peak Haki doesn't disprove that Haki has a higher ceiling than DFs. Luffy's Bajrang gun for example was also fueled with all types of Haki it derived its potency from. And Luffy's fruit in particular isn't focused on pure combat strength but is centered around the freedom aspect of uniting people and freeing them.
Whitebeard didn't "reign supreme" over Roger either. Shiki himself stated that Roger was a deterrent to the likes of even Whitebeard and only once he died, the era was open for becoming Whitebeard's.
