Oda said he had an idea about Luffy defeating the 4 emperors and becoming pirate king through that (already untrue), he said he always the ending of one piece in mind, and he said intended one piece to run 5 years (historically untrue)
Those are 3 different statements, for all to look in Japanese original interviews.
You also can logically determine that this statement makes no sense whatsoever, Oda introduced the concept of warlords in 1998, with one of them introduced and not even being defeated. This was before one piece was even nominated for an award, so it was not that popular. This "original plan" never made it out the concept stage
The reason why you guys always mispredict what oda gonna do is because you guy think its relevant what oda said or drawn 25 ago instead looking at what really happening.

Where did Oda said that? Younko wasn't even part of his plan, this is what I remember, so please show me, where did said that Younko was planned???
Younko was created just for confirmation of MC growth as equel to Shanks and Teach in the raise for One Piece.

The WG is the most evil faction that ruled and oppressed the world for almost a millennia. They should naturally be the bigger concern than achieving some pipe selfish dream such as becoming PK. This is also why Oda gave the MC a new secret dream which will be tied to beating the WG. Almost all shounen will eventually go towards the saving the world route, and the demons upstairs are the perfect villains to achieve that global scale.

The problem with WG coming last is that too many people drop out.
There are no Blackbeard and his crew, Shanks and his crew and Buggy and his crew at that point, if WG is last.
They would already have been defeated/killed in that case and no way Oda is dropping such fan favorites before a huge war...
Nobody is invested in the WG, there are no fan favorites among them, there are no hard core fans of any of those characters.
There is a handful of Akainu fans and that is all. The guys like Shanks and Mihawk, who have been with us since ch1/49 will be axed for nobody like Imu and his lackeys? I am having a hard time believing that.

You as a zori soldier should know oda doesn't prioritize according to the popularity polls. Katakuri is the most popular villain yet he vanished after WCI, smoker is more popular than ALOT of character and got basically decade+ offscreened.
