only top tiers without any weapons are Garp, the C3 and Blackbeard.

Kizaru and Aokiji have created swords with their powers, they arent stupid to take on swordsmen barehanded.
Blackbeard has pistols and his fist weapon that scarred Shanksboi. Akainu had a sword in his flashback afaik and his inflated logia body serves as protection as well.
Garp so far seems to be the only weapon-less combatant who can oppose swordsmen, we still have to find out how. :unsure:

Didn´t Whitebeard said that the battle with Mihawk vs Shanks was legendary that even the grandline was shaking of their battle? It was probably a hell battle which give both Mihawk and Shank are big name and believe me, if Whitebeard hype up your fight and said it was legendary, you know you are something special.^^

Mihawk will get at least over 2B, noway that someone who could clash equal with Shanks(a fight with even Whitebeard remember) getting lower bounty then we expect.

Mihawk's bounty will be close to Shanks for sure. I think he will have an even higher bounty than BB.

Still none of C3 or BB's fighting feature any weapon (except Kizaru at Sabaody and Aokiji in W7 I guess). Whereas WB, BM, Shanks and even Kaido seems to be using their weapons whenever they get into a fight.
