Norse mythology does have magic trees and vines that can hold insanely powerful people. Like an ever growing vines/branches that Loki is constantly slowly breaking, but they just keep on growing more.

For all we know it's possible there some other strong giants that teamed up. We have a low opinion cuz Oda tend to use them as hype tools but I do believe overall Elbaf is going to look seriously stronger than Wano
Anyway there's no doubt Loki is at least low top tier in my mind, Oda wouldn't do this type of introduction for anything below at this point.
For how he actually compare to mid/high top tiers, we'll need feats.

I agree. Also, we don't really know when this happened, could be a recent thing and Shanks could have helped.

Anyway, Oda tend to do this army vs one man; It's not in any way to downplay the one man. Usually, It's just used as a plot device.

Loki's vibes are definitely that of a top tier + legendary fruit.
