Your expectations for him are that low? This is the second best general in one the seven major states, albeit the weakest. Highly doubt an Enkan-type of general would be in charge of the second most powerful army in the state.

Easily. Rakuakan’s hype is already kind of questionable, like he’s pretty much going to certainly be inferior to Tou, so I’m not sure how Rakuakan’s inferior is supposed to make for a good opponent for Shin.
Raku'A Kan's hype has been dead to me since his response to the invasion. I've been more impressed with Han's Prime Minister by a long shot.
Shin and the HSU are in need for redemption now. Claiming the head of or victory over Han's Second General is exactly the type of feather they need in their cap.
Yoko Yoko is a nobody. Shin slaying yet another enforcer (think Buddha) does nothing to reverse the damage to their reputation after two devastating back-to-back losses.
Crushing Han in a war, and getting credit for smashing their Second General is much more in line with what is needed right now.
