Could be anyone really
Story wise it makes more sense if it's Gaben since he will provide us with more endgame infos but why would he be lurking in Elbalf in what seems to be Shanks' territory tho
Based on the hints it could be Shiki but eh doesn't really make sense story wise and I don't know what could Shiki bring to the table
Could be a totally different character too

If it is Gaban, maybe he's just visiting his old pals. First Crocus, now Shanks. Next you'll see him with Ray and Hancock.
At this point of the story, I hope not.
If the guy reputed to have an unapproachable ship just so happens to make land because of fate the same day the SHs reach Elbaf, I'll be pretty disappointed with Oda's storytelling.

Why would such a goated pirate with balls bigger than Roger and Whitebeard combined be lurking in Elbaf doing jack shit, waiting for the Strawhats
One good reason would be preparing to take over the world, but that plot already got covered with a movie

On narrative reasons I can agree, but hints are hints:
- the person speaking to Crocus had the same colours as Shiki and had the same hat as the mysterious person here in Erbaf;
- last chapter Oda took back, out of the blue, the exaclty same animals we had seen in strong world (and I mean same, even same scars);
- now we see this man seems to have incredibly long hair (like Shiki, Gaban always had shorter hair) and a goatee (?) that Shiki had and Gaban never had.
Now, It could still be Gaban and maybe It could even have more sense, but objectively there are a lot of hints for Shiki.

Didn't oda state somewhere that he doesn't have a DF in canon 
The only RPG missing is the Fishman Island one and it is currently wandering around the NW on a ship. Before Marineford and Big Mom conquest, that island was WB territory and Marco didn't mention anything to Luffy. The stone must have disappeared before the island fell into WB influence, quite close in time to Roger and Oden's visit. Gaban is a navigator
