The "One Piece" is the indirect result of what Roger spoke as his last words.
Rocks in comparison was a terrorist with powerful people under him who did some terrible shit, while having the same Ambition that Big Mom, Kaido, Shiki all shared, ruling the world.
Rocks as a pirate isn't more important than Roger and even Newgate tbh.
