All it really implies is that these people are in high positions of power and will fight. If Shamrock is the person on this doublespread, then him fighting Luffy now is valid. Some of these characters will absolutely fall on or before the fight for One Piece. Characters like Dragon and Sabo shouldnt even be involved on this, but they might be involved in Elbaf considering their God Knight connections

It does seem HKs are going to be main villains of this arc and are going down. Lets see how powerful shamrock is.

It'd make sense for them to fall before the elders.
Main reason I'm not sure is that it would be unusual for Oda to introduce a new WG group and having them fall the next arc, i'd think they'd be more relevant to the final arc
