If he can freely use haki then there was no need to do a desperate move like cutting off his legs. He could just destroy parts of the wall that the cuffs are dangled into.
The burden of proof lies on you, because the last time it was addressed in the manga, a df user can’t use haki at all. Never mind an advanced haki like FS which we know is more of a stamina drain. If Loki also has armament or acoc then why didn’t he just use that instead of FS to defend? Lol

Like many said, no one so far, Top Tier or not who had a DF showed signs of being able to use Haki while handcuffed by seastones.
And claiming Luffy couldn't because his haki isn't up there when he literally used CoC when he was knocked by Kaido is a disingenuous remark.
And that was still supressed handcuffs, so they could still work on the prison.

Yami - negates it. It nullifies df. One cannot use it at all
