Basically like in One Punch Man, all the monsters and devil fruit powers coming from some interdimensional god who bestows and takes away.

Like Moria's shadows?


Look at the size of it, if a Giant or Ancient Giant drew that, it would be much much bigger, that's why it's suggested that if Giants drew that, it must be Children, that's how i see it at least,

Also if you compare to Murals in Enel's Cover Story, you can see the Humans & Automata are drawn in better detail,
This One's Art is too simplistic that it seems indeed like the work of Children,

@Salah WG might be on the right track regarding that the true villain isn't even depicted here. You can't really tell who is the "main" villain in that drawing, you have several fractions fighting, some winged demon, some serpent and some dragon, and according to the lore, there were different gods (earth god, forest god, sun god). The question is, what or who is the main power source.
 
Sham cerberus seems like a summoning or aura/haki materialization instead of sword "eating" case like Funkfreed... Maybe is the next level of swordmanship. We'll see
It's a devil fruit lol, it has the same vibe as Gorosei with the black clouds, but more exaggerated than the traditional weapon devil fruits
