It doesn't really matter if the hype is to be taken literally, ultimately it still shows where Gaban stood in the OP universe. The place of a proper top tier.
It totally matters because a portion of the fandom was adamant that Gaban was an irrelevant fodder, now we know that his legend in the verse is comparable to that of Roger and Rayleigh.
If Roger was a 100 I wouldn't say Gaban was a 100 but him being a 90 seems completely fair.

Of course it's not literally equal, hell I don't even think Whitebeard was as strong as Roger since his best rival was Xebec.
But you can say that Scopper shouldn't be that far off, for sure a top tier, it's not something they can argue about.
They used to take that shit about Rayleigh and Shanks can both take out all fishmen (which just imply that at top level you can knock all of them, Luffy was so far from it) to say they were equal and now this isn't valid? Especially when in the Manga Shanks got compared to Joyboy, Rayleigh didn't. So ofc, Gaban is "equal" to Roger the way Ray is to comparable to Shanks while not being exactly on his level (indeed I think Shanks is closer to Roger since he can emulate kamusari and no one in the crew could) , they are top tiers

Given that Rayleigh was implied to be relative in power to Roger, Scopper would be relative in power to Rayleigh. I've used this reasoning to argue that even tho gap between Luffy/Zoro and Zoro/Sanji may be relatively high at the moment, eventually it would become narrower as it was in the past.
Else, it defeats the purpose/dynamics of monster trio.

100-99-98 being the smallest
