Why would Gaban bother doing this? Ray knew Roger better and was stronger, but didn’t feel the need to go stealing and hiding Poneglyphs. I think it’s quite an anti-Roger Pirate thing to do, really. I would have thought they would be happy to let people adventure and find it on their own.

While we admittedly do not know his fighting style other than axes, but does axes and whirlpools really combine?

I could stretch it by thinking he doesn't really create whirpools but uses his navigation skills to lure clueless pirates where a whirpool might start catching them off guard

Its never stated he's "always" traveling on said ship. We know Scopper does in fact travel, as he was just with Crocus early post TS. It wasnt "implied" by Shiryu, he was guessing.
