Yeah, because Mihawk is not Zoro EOS opponent.
I do believe Mihawk is the last opponent for Zoro before the one Piece, the last one is Nusjuro tho. Which doesn't make Nusjuro necessarily stronger than Mihawk to be honest, but I do believe Zoro will get a power up in terms of skill or Haki so he'll reach a further level beyond and I do genuinely believe that Sanji can catch up to Zoro of the previous arc.

Don’t really care whether Sanji is stronger than Mihawk. How strong Mihawk actually turns out to be will determine whether it’d make sense or not

if he’s literally one of the last characters to go down? No. I expect Zoro to barely beat him regardless of where they fight and I think Sanji will only be slightly weaker. Not enough for me to him above Mihawk.

Let's see how strong Mihawk is. If he's stronger than Shanks as I think he is, then I doubt Sanji can surpass him.

Still, EoS Sanji's floor is prime Gaban, who is a solid top tier.
