Matching one attack does not mean anything in a full fight .
The context of the fight was luffy get in some attack in base after he learn ACoC and then kaido hit him in sea and trash talk his ass.
Fucking chopper was strong enough to block BM or Hit Queen he far fucking below them .
Ussop was able to hit luffy many time in there fight he far below him .
Getting in some attacks or blocking a few moves don't tell you everything about people level.
I guess atlas on luffy level since he try to attack her and get knock the fuck back .

More like oda doesn't even allow luffy to use any gears when gaban is dunking on him. Don't let luffy use adv coc against Kizaru. Looks to me oda cares more about Kaido power scaling

- aCoC Base Luffy is In-betweener level.
- aCoC G4 Luffy with FS is Low Top Tier.
- Nika is mid top tier.

Ain't no way Luffy is sniffing High Top Tier with his current showings.
