CoC wasn't a thing during Ulti vs Luffy, so nobody knew for sure that CoC could be used to coat the user's attacks. So it was CoA, there was no question

1. Sanji's group is more likely to reach HK group before Luffys group but after Robins group. So some fighting will happen there.
2. Loki may attack Gunko so Sanji may protect her.
3. Sanji said he will protect Nami-san like 4 chapters ago. So some event will happen near end of arc where he has to save her, meaning possible 1v1 fight.

That's 3 Sanji hype moments/skirmishes/fights near guaranteed to happen.
