Mihawk was testing the difference between the physical distance (say, 5 KM), which was well within Mihawk or any other top tier's range, and the real distance, all the people they actually have to go through first before engaging with Whitebeard (say, Marco and Jozu), making Whitebeard be actually out of range.

Marco told us this literally after Mihawk's quote. Two pages of almost no text after it. Context ties both things together.

And Marco's response clears it up - despite close physical distance, the true distance is far longer due to commanders protecting the king.
