He wanted to come to Elbaf to learn from the brave warriors of the sea, and to show that he can be brave too.
But:
1. Elbaf has no more brave warriors, only weak, pacifist-inclined kids;
and 2. Usopp himself hasn't done anything brave since Dressrosa and has started the arc being even more of a coward than usual.
It's going to be hard writing anything worthwhile for him in a believable way given these premises.
