1. Elbaf has no more brave warriors, only weak, pacifist-inclined kids;
and 2. Usopp himself hasn't done anything brave since Dressrosa and has started the arc being even more of a coward than usual.
It's going to be hard writing anything worthwhile for him in a believable way given these premises.
I mean its true though that him killing Celestials would put him back in the good graces
he still needs to show up in Elbaf though, you know the big difference that would happen between the God Valley and now is if the revolutionaries were there and it is setup
