Flowing Haki is called as "Ryou" in Wano... And it seems the Samurais in Wano train to cut toughest of steel and not cut even thinnest paper ....I'm not really surprised that Scabbards are having it.....I won't be too surprised if other Wano Samurais (allies to Kozuki) have it as well.....Wano is hyped to be a country with strong Samurais.....if many Samurais are capable of using Ryou, we can understand the hype!!

I think hes purposely hiding King. A lot seems to ride on his species and background, which doesn't have focus yet. He's pretty stoic so you wouldn't get much from just dialogue
