Nobody knows Ryuma outside of Wano. Where as everbody knows who Joyboy is. One is a legend for protecting Wano from a dragon and outsiders. The other is renowned all over the world for fighting the WG.

And? He said it was because of the strength of the Wano Samurai is unknown, not because he was scared of Ryuma beating the WG in the past.
No one in the WG has ever hyped up Ryuma specifically, nor do they seem to have some sort of grudge against the country(like they do towards the people of the D)
Whtiebeard didn´t *need* anything, he was extremely casual and Jozu protected him because that´s what crewmates do for their captains. Zoro himself protected Luffy from Gabans casual attacks

And we later on find out from Oden, Kaido and the Gorosei that this is in fact not what happened? Plus, the idea that the entire force of the government was mobilized to take Wano is just inherently ridiculous and not what that guy implied anyway

Pirates and world nobles are mentioned, but nothing inherently implies he fought every single one of the individuals in the group. In fact, frankly, it seems more likely that he fought the human hunter type celestial dragons, and not the Gorosei.
According to this guy, his most famous achievement is killing a dragon, not fighting 5 weird mythical creatures like spiders and boars

It's never been stated that Ryuma fought against all WG forces at the same time. It's only stated he fought against them and stopped them. It doesn't necessarily all forces at once.
But I do agree that Ryuma is not a Zoro parallel. He's a luffy parallel. Aside from looks Ryuma and Zoro have nothing in common. Zoro is never gonna be as strong as any of Luffy parallels.
Mihawk is not stronger than Ryuma. Zoro can't surpass Ryuma if his ceiling itself is not close to Ryuma
