Like, don’t get me wrong, there were Marines ordered to go there and do a dreadful, evil thing and murder a woman and child. But they did not go full Buster Call. Sengoku did say they investigated everyone and found nothing. If they were to go on a murder rampage, they would probably have just killed everyone to be safe.
And also I’m not sure why Sengoku is always the one who gets the blame of it anyway.

Yeah the marines does have blood on their hands however what the fandom forgets is that while anyone considered a pirate is fair game they do not want to harm civilians just look at ohara where there was an evacuation ship for the non scholars.
