That's the joke. The WG labeled Dragon the world's worst criminal only because he runs an organization that directly fights the WG. Just like they labeled Roger the pk not because he was the most successful at piracy but because he found the One Piece.

The only saving grace would be Xebec shaking off the Domi reverse first time in the next chapter and wounding Imu right after. Only this.
If not, this is truly horrendous. All the plot he set in motion from Xebec going into the flower room and promising he'll be back... just for it to turn into NOTHING LOL, with Xebec doing nothing ot Imu and being turned into a salve to do the bidding of his mortal enemy and the one who wanted to slaughter his family
