Why was someone weak included on a team against two yonko? Again you’re just saying the same stuff people used to justify scaling killer > Marco and Sanji
Of the characters involved in the Imu attack, Oda immediately separated the character who became PK level after GV out. Whitebeard Roger and Garp. Now it’s literally canon that Shiki is on the same level as Whitebeard and Roger prior to the great pirate era.
It’s not surface level, it’s pretty cut and dry that these characters who became PK level are above the ones who capped at the yonko position.

Oda has done enough justice to especially Kaido in the GV.
Easily believable that the dude at his prime will be a menace and around the lvl of those legendary pirates.

he's not introduced as someone who claimed Whitebeard
not someone who threatened Imu

Shiki and the other equals don’t need anything cause we already know everything. All oda needs to do is acknowledge the gap between those deemed as equals to the PK and those who spent twenty years chasing his legacy. And oda did that.

If Davy Jones was the ancient kingdom's king Xebec's / BB's interpretation of the will of D focuses on his role as the king and
Luffy's on what the ak stood for against the 20 kings+Imu perhaps.
I can see 2 possible scenarios: either Davy&JB were the same person, both the ak king and the Nika user
Or
There was a 3 way conflict akin to today's Imu / BB / Luffy or even the WG/navy/revo constellation.
In this scenario, Davy might not have been a good guy or at least morally grey, similar to Xebec
