Imo what shocked him is that Xebec answered their call and stopped obeying the original order of "wipe out everyone"
There is some part in Rocks still trying to fight off the possession still. This can be malicious compliance king of thing where Xebec is still following orders of eliminating everyone on the Island while going for Garp and Roger, the only people capable of defeating him here.
 
Domi Reversi is Oda's way of saying he grown too old to write actual on screen fights with a conclusion to top tier characters with pre defined levels.
There was only one other way to have rocks fight against roger and garp without domi reversi. Have garling kill eris before he could reach them and have teach be missing presumed dead by xebec. Then he loses his mind , gives himself to despair and decides to take the whole God valley down with him in a suicide cum genocide move. This forces roger and garp to confront rocks and at the very end stop him.
The moment xebec managed to save eris and teach from garling that theory went out of the window. The train passed the station. Imu's arrival sealed the deal that domi reversi would happen.

Besides the fact that WB was a crew member of Rocks, I don't see any reason to think he was inferior to Rocks before he turned into a demon. The gap should've been small even if Rocks was stronger. Much of the same goes to Roger and, perhaps, Garp. As I've been saying, Roger and WB more than likely went on to equal or even surpass Rocks.

How do you know that Xebec won’t keep his distance if he stayed alive though?
