To be fair, it was lampshaded that the Rocks pirates were a brutal group and didn't care for each other.

The problem is execution, the last few chapters kind of made WB, Kaido, BM and Rocks look like a united group.

Again this would have worked if Oda had highlighted the distrust the Rocks gang had to each other, maybe make lampshade more that WB only joined Rocks against Imu out of a brief sense of obligation while Kaido just wanted to test his new fruit more.
