Oda has said multiple times we are coming to end and this is final saga. I don't think there is enough time for there to be another villain with his own group and them being FV. Its either between imu and eos BB.

Alright so something no one is talking about. Imu’s words here really make it seem like Imu himself is a victim of history and is powerless to change the tides of history.

This once again reinforces that Imu is not the final villain, Imu himself is just a victim of history in his own way which is exactly what I predicted. There is some far greater evil that exists that the WG is burying, there is something greater happening outside of Imu’s control.

The final villain of this manga will be an all encompassing source of evil, not some victim of history who thought he could integrate the giants only to realize they are powerless to history lol.
