I have always had a preference for the western dragons so I like it but... yeah, the Azure dragon got done dirty.

If you think about it, GV was really the symbol of this:

- on one hand, there is Loki's dragon/god (?) fruit, legendary fruit of Erbaf, harbinger of Ragnarok, an entity likely present in the Harley among gods, relevant for the EoS, key element of Xebec's plan to dominate the world, objective of even Imu, etc.;

- on the other hand, there is Kaido/Momo's: one of the prizes the CDs simply bet on the massacre game of GV, no interest from Imu or Xebec whatsoever, no relevance for the big plot, no legendary status, no God status, no Harely, etc.

The same Xebec and Imu didn't give a fuck about the Azure dragon at GV, but coveted Erbaf's dragon lol.
