Bakugou can only keep up with Izuku now lol. Everytime Izuku surpasses Bakugou, Bakugou can only keep up. Bakugou himself admits this.

At the time of their last battle if Deku could use 15-20% he would be the one sitting on Bakugo but unfortunately Deku loves his bully so he enjoyed it.

Deku doesn't have OP version of basic OFA. He legit has same strength all Might has + his own strength on top of that. That's how OFA works.
And All Might said quirks of people before them weren't strong
