Mr. 1 was a big deal in alabasta, ohm had very little survival chance, he survived a shot from Enel, kaku was the second most potent person at enies lobby he also stalled jabura (effectively being nerfed), not dying during the whole ordeal with kuma. There are a plethora of feats where he survives attacks that couldve defeated luffy, some even would've if he didn't parry Enel etc
