Yonkou commanders lvl are not for mere characters.
Not someone who got destroyed by a weakass law.

Commander lvl is a fan made term, never used by Oda or by any source material.
Laws abilities are broken if you don't know about them in advance. Doffy had full intel.
A slow moving tank like Jack would get wrecked by Law. If Kin'emon can cut Kaido, he's taking out Luffy with just a few attacks.
Kin'emon is cutting straight through Cracker's biscuits.
